Was the threat ever carried out?

On my recent stroll around Capitol Hill to bask in the unseasonable sunshine, I came across an old beat-up car that still had this half-scratched-off parking violation sticker in the window.

This is no ordinary parking ticket, either. I think this is what they put on your car after it's been parked somewhere illegally for a while, they've ticketed it repeatedly, and they're getting ready to impound it and haul it off to some faraway lot from whence your car will never emerge.
